The foundation
Amidst the changes and
transformations in all the different aspects of life and the
implications at various levels that accompany it, there proves a need to
find efficient redirects that aim to enlighten the path towards a
civilised reality, that help in creating a community that is in harmony
with our social, historical, religious and moral values, as well as with
the characteristics of the contemporary world, and to unleash our minds
and our various abilities for a thriving cultural and scientific future.
From this point of view,
(Al-Ghari Foundation for
Islamic knowledge) headed to address the topics that aimed to serve the
humanitarian community and to direct the religious and cultural movement
of society, with the guidance of the religious authority, as well as the
contemporary topics of interest brought about by the evolution and
expansion of life, which requires the intellectuals and religious
clerics to pay attention to and to handle the various philosophical and
scientific situations in which they should deal with in a substantive
manner.
We believe
that this matter is the agreed basis for its trueness and its importance
to the construction of the cultural, scientific and awareness
development in the community as well as being influential in its
movement...and we must in this case find climates and perspectives
through which to achieve such goals. Due to the leading role and
reflections of the seminary and the universities in all joints of life,
and with a view to finding a formula for the structure of the
relationship between the laws of life that are based on scientific logic
and intellectual methods that are adopted by the universities, and
between the nature of the seminary from the embodiment of the principles
of the relationship with God to be the centre of the impact of
influence, the foundation took the initiative to establish a (centre for
specialist studies between the seminary and the university). It came
when the foundation sensed the need for twinning between the two
entities because of the originality and scientific knowledge they share,
taking into account the protection of the identity of the seminary as
well as the universities identity without the administrative and
professional integration between the two.
The centre
was established in accordance with the Ministerial Order issued by the
Ministry of Higher Education and Scientific Research, numbered: (BT/978)
dated: (23/02/2009).
Profile:
The centre
is an independent establishment and is not a competitor or an
interrupter or a substitute for any cultural, religious or academic
institution, and it does not seek to marginalize any other research
institution. And what is meant by the twinning of the academic and the
seminary institutions is the fact that they participate in the constants
and objectives of each other, and that would create a climate of
scientific research and new and high levels of efficiency of scientific
personnel and cultural aspiring to serve their country and true
religion, and that will play a role both culturally and intellectually,
and develop research activities that are distinctive.
Aims:
1-
Working to deepen the link between the sects of Muslims by writing in
the literature and Islamic sciences and comparative focus on setting up
conferences for the dialogue and rapprochement between the sects. So is
the case in dialogue conferences between religions in an attempt to
bring Islamic thought to the world, by adopting sophisticated
communication which is consistent. This is done by establishing an
integrated unit for this purpose involving the scholars of the seminary
and university professors.
2-
The centre seeks to establish a scientific and management unit to
evaluate and print theses issued by the Iraqi universities without
exception, in order to spread awareness of the university and encourage
researchers to write and to study. Additionally, to print and publish
articles issued by the university or seminary professors which are
chosen by a committee of experts.
3-
To
publish a journal
that is solid and scientific and specialized to adopt the distribution
of research projects and scientific studies that are of direct benefit
to the unity project, with all its vocabulary and scientific trends and
the senior professors of the seminary and the university will contribute
to the issuance of it.
4-
Preparation of research and studies in both fields: university and
seminary, and hold
quarterly and annual seminars and scientific sessions with the
participation of highly qualified researchers. Also, lectures by
professors of the seminary and university which shows devoted
cooperation and exchange between the two sides, and to participate in
regional and international conferences and to build bridges with the
Arabic and Islamic institutions.
Board of Directors:
It is the stem of the
General Conference to be held by the General Authority and it consists
of seven members that are elected by the General Assembly by secret
ballot with reserve members and under the conditions mentioned in the
paragraph B of article 4 of the Rules of Procedure, for three years in
the presence of a representative of the Ministry of Higher Education and
Scientific Research. There has already been an election on (25/03/2010)
in the presence of all the members of the General Authority, in which
the members mentioned below were chosen for the Board of Directors:

Administrative
committees and Functions:
1.
Committee for composition,
release and deployment:
Takes on the
responsibility to revive the heritage of manuscripts and to follow-up
and print articles and works on providing the support needed by the
academic and seminary professors, in all its forms.
2.
Committee for printing
theses:
The functions of this committee is to submit a inventory of the
bibliography in the Masters theses and doctorial dissertations from
Iraqi universities, as well as in the field of Islamic knowledge and the
conditioning is made by a committee of experts selected by the centre
and according to the needs of the universities and scientific
institutions. Then working on the printing according to the platform and
the mechanism of action is certified as fixed.
3.
Committee for conferences
and seminars:
This committee prepares the conferences and seminars and the revival
of events according to the decided and agreed timetable, and it takes a
regional and international dimension.
4.
Public Relations
committee:
This committee adopts the strengthening of relationships among the
university and the seminary characters, and seeks to find new
subscribers. It also adopts the role of reconciliation, and to build
bridges with the scientific centres at home and abroad.
5.
Administration and Finance
committee:
a)
Organising records according to the employees and creating Identity
cards for them.
b)
Maintenance of the accounting records and providing financial statements
and archives for the Board of Directors and obtaining membership fees.
c)
Preparing office stationery for the centre.
d)
Organising mutual visiting appointments between the centre and others.
e)
Preparation of the drafts of the annual budget and the annual report of
the centre and presenting it to the Board of Directors for approval and
then present it to the General Assembly for approval.
f)
Open a current account on behalf of the centre in one of the banks with
forms signed by the President of the Council and the accounts
administrator.
g)
Open any records needed in the future by the centre.
Culture and Information
Committee: It
adopts statistical work of media organisations, news agencies and Web
sites at home and abroad. Also, the distribution of invitation cards and
coordination with associations, organisations, institutions,
intellectual and cultural gatherings, official and semi-official
entities. Conducting referendums and opinion polls, writing and
distributing banners in events and media coverage of all of the centre’s
activities.
Advisory Body
(Representations):
To ensure a closer relationship and maintain continuous communication
with Iraqi universities, the Board of Directors at the centre initiated
the formation of the Advisory Body. It is a Body comprising
representatives from all the Iraqi universities, colleges and
institutes. The role of this body is to find a link between the Centre
and universities and colleges, institutes and scientific centres to
ensure the survival of these bilateral relations in the framework of
scientific knowledge, and in order to achieve common goals.
The Advisory Body meets
once a month with the President of the Centre to discuss and study a
range of issues and proposals that are related to the status and future
prospects, as well as activating the role of the members of the advisory
body in the various places of their residence, and finding out their new
activities and guiding their work for the better.
The Branches:
After the insistence of
university professors and students, colleges and institutes in all the
provinces of Iraq, the Centre decided to meet the requirements and
established branches throughout the Iraqi universities. The
representatives of the Centre in the Universities and the
representatives of the Universities in the Centre and its management
communicate with each other and deliver all the new versions of
publications from the Centre to these universities in order to fortify
the minds of our dear students from deviant ideas.

Scientific Activities:
From the first day of its
foundation, the centre had a set of scientific activities within the
corridors of the Iraqi universities and was in the forefront of the
research and printing of scientific articles which aim to improve the
cultural and religious level of teachers and students across the
seminary and the university. And publishing a magazine specialised in
taking care of the university and seminary affairs, and the president of
the centre makes periodic and intensive visits to universities to
communicate with the students and give them a series of cultural and
scientific lectures. Also, a book was published under the title (The
Seminary and the University) and it has 348 pages and contains a
collection of studies by professors from the seminary and universities
specialising in the field of bilateral relations between the
universities and the seminary since they are from the same source.
The centre also prints
sets of publications and articles and distributes them on various
university and seminary professors and students.
Scientific conferences
and seminars:
Based on the importance of
the relationship between the seminary and the university, and the
rapprochement between them, the (Centre for
specialist studies between the Seminary and the University) holds its
annual conference with the broad participation of senior university and
seminary professors from different Iraqi provinces, and officials from
some neighbouring countries.
These
conferences deal with the most important scientific themes and topics
related to the actuality of the university and the seminary and the ways
to strengthen their activities, and the study of the mechanisms and
visions that are being spent on achieving their full cooperation in the
fields of science and knowledge. They have also had outstanding support
from the Grand Scholars of Najaf for this project.
The Centre
also holds monthly seminars for the university and seminary students all
over the country, in addition to educational sessions held for the
university and seminary students in the holy city of Najaf.
